A Continuing Care Retirement Community is a facility that provides board, lodging, and nursing services to individuals on a long-term. Residents sign an agreement with the continuing care retirement community and pay an entrance fee. Although registered with the Virginia Bureau of Insurance, a continuing care retirement community is neither licensed nor regulated. It is suggested that prospective clients consult with their financial advisers before contracting with a continuing care retirement community.
  • Residents have the right of self-organization. No retaliatory conduct shall be permitted against any resident for membership or participation in a resident organization or for filing any complaint.
  • The Board of Directors, its designative representative or other such governing body of continuing care facility, shall hold meetings at least quarterly with the residents or representatives elected by the resident of the continuing care facility for the purpose of free discussion of issues relating to the facility. These issues may include income, expenditures, and financial matters as they apply to the facility and proposed changes in policies, programs, facilities, and services. Residents shall be entitled to seven days’ notice of each meeting.

VaCCRA comments:
  • Most CCRCs have Resident Associations or Resident Councils. VaCCRA is the only statewide organization of residents.

  • While it is important for ALL residents to be aware of this stipulation supporting resident organization, they also need to be aware that there is no enforcement mechanism in place.
